The FINA Extraordinary Congress is a special meeting held by the highest ranking officials and administrators in FINA. Proposals are discussed, growing trends and new technologies are discussed, and rule changes are approved by designated delegates from FINA’s 155 member federations.

There was one rule change for the open water swimming community that was agreed upon in Doha, Qatar:

Athletes are obligated to touch the touch pad, if available, at the finish of a race in order to validate the time and ranking.
